Job Summary
The Western Health and Social Care Trust (WHSCT) is currently engaging in the digital health transformation programme encompass, along with other Trusts in Northern Ireland to ensure the delivery of high quality person-centred, integrated health and social care services.
This role will lead the development and implementation of Digital Care Risk Management activities for the WHSCT that support the safe development, introduction, and deployment of encompass and other digital systems. The post-holder will be responsible for coordinating digital care risk activities, to develop a common cooperative approach to digital care risk management and optimise use of resources across the trust.
As part of the digital team, the post-holder will plan and organise a digital clinical/social care safety strategy, providing strategic clinical leadership and direction to support the professions and service colleagues. It will involve working collaboratively with a range of internal and external stakeholders to achieve the standardisation of digital health practice, shaping the design of, and identifying and agreeing the operational standards, processes and systems to ensure the successful implementation, optimisation and utilisation of encompass and other digital systems to benefit patients and their families.
Specifically, the post holder will support Chief Information Officers / Professional leads with building multi-professional digital capacity and capability and enabling meaningful use of health and social care data and information across the WHSCT working collaboratively with internal and external stakeholders. In addition, the post holder will support Trust wide relevant practice development and change initiatives identified through the encompass and other digital systems change management teams.
The post holder will take a lead role in the strategic development of corporate information standards including policies, guidance and the patient/service user safety surveillance agenda, in preparation for the HSC Trust encompass ‘go live’ in 2025. The individual will provide strong professional leadership for digital practice, governance, safety standards, quality improvement and innovation for WHSCT staff.
The post holder will take a lead role in the implementation and monitoring of the Patient/Service User Safety Surveillance Programme, working with professional leads and Information Officers, enabling early detection of challenges during the ‘go live’ period and into optimisation, within the organisation. The individual will also help to build capacity and capability in digital practice across the WHSCT workforce.
Main Duties & Responsibilities
The post holder will:
- Lead on specific aspects of encompass implementation to ensure that multidisciplinary professional practice is represented and configured in epic, to support person-centred safe effective service delivery, post go-live.
- Develop and maintain the regional approach to promote safety and quality through evidence based practice and clinical decision support in the development and implementation of encompass.
- Lead on the completion and maintenance of the Clinical/Social Care Safety Deliverables (clinical/social care risk management plan, hazard log, clinical/social care safety case report), to produce a system surveillance programme used at go-live and beyond to identify and investigate concerning and unexpected user patterns, address potential clinical/social care risks, and promote patient/service user safety best practice.
- Work with clinical/social care teams to validate and revise recommended patient/service user safety metrics for encompass and other digital systems holding patient data; any associated reports, and dashboards according to WHSCT’s unique practices and policies.
- Implement a training, communication, and oversight plan for the clinical and operational staff who will be responsible for monitoring and acting on safety analytics.
- Maintain an overview of the compliance with regionally agreed safety metrics in encompass through monitoring the required exemplar reports, intervening when targets are not being met and liaising as required to better target/direct support.
- Identify opportunities to contribute to the evidence base for health and social care professional digital practice and contribute to associated research activities.
- Interpret national and international policy and guidance in relation to digital safety to inform the clinical/social care safety programme for encompass in WHSCT.
- Establish networks with clinicians in WHSCT who have a responsibility for organisational quality and safety responsibilities.
