Job Summary
HSCNI has established encompass to provide the underpinning digital transformation required to support the broader HSC reform agenda.
HSCNI has developed and procured many different solutions to provide digital services to our health and social care professionals. The encompass vision is for an electronic health and care record for every citizen in Northern Ireland that better informs and supports their health and wellbeing throughout their life, is built on a digital platform that streamlines services and patient journeys and links information across primary, secondary, community and social care.
The encompass Integrated Children Social Care Finances Solution (ICSCFS) project is focussing on procuring a product to interface with encompass to facilitate the processing of Children’s Social Care Finances.
The Digital Transformation Lead will have responsibility for the business transformation change associated with the implementation of a new solution for integrating Children’s Social Care Finances. This will involve consulting on and agreeing processes, including effective and consistent methods of recording data. The post holder will work as part of the project team in identifying stakeholder requirements to ensure that services are in a state of readiness to implement new digital systems.
The post holder will be responsible for working with staff in driving forward innovative changes in processes to make best use of existing digital systems and implementing new digital systems. They will work with health and care services on the ground in order to ensure successful adoption of the systems and the maximisation of benefits from the system. This will include engaging with those delivering services across the Trust, process mapping, project planning, identifying and evaluating key service priorities and potential benefits, providing training demonstrations, enrolling users, promoting data quality management and ensuring the highest standards of information governance and good financial governance..
The post holder will be responsible for ensuring that all activities associated with the role take account of Financial Governance, Information Governance, Cyber Security, Business Continuity arrangements and Emergency Planning. This would also include participation in incident response activities during a major incident or Cyber attack.
The post holder will require excellent leadership, organisational, communication, analytical and interpersonal skills. The post holder will have a degree of autonomy and will be expected to organise and plan a demanding workload and manage conflicting priorities with minimal supervision to deliver within tight timescales.
Main Duties & Responsibilities
1. Take a professional lead in the implementation of new digital systems and associated changes to business processes.
2. Ensure that systems are fit for purpose and identify any “out of scope” areas.
3. Act as a point of reference for stakeholders during design implementation, escalating issues to the project team while at the same time taking responsibility for resolving queries as appropriate to their professional experience and expertise.
4. Identify and engage the relevant stakeholders and clarify expected timescales, internal resources and risks associated with the project.
5. Actively engage with the Trust clinical, professional and managerial staff to ensure potential benefits from implementing digital systems are identified, measured and accompanied with the appropriate business or process changes.
6. To finalise the requirements of the service through consultation with staff at all levels ensuring any new system meets the needs of the service as well as the corporate and statutory reporting requirements.
7. Take a lead role in the organisation of appropriate training to meet the training needs of new digital systems and ensure staff can access this training.
8. Work with the service leads to review IT hardware requirements to support the implementation of digital systems.
9. The post holder will be expected to contribute to the development of the Department’s Prince2 and project management library of knowledge.
10. Identify potential areas for innovation within the Trust using ICT and facilitate in the business case development-ensuring adherence to the project prioritisation process.
11. Carry out procurement activities including requirement specification, contract negotiation and acceptance testing.
