Job summary
The post holder will be responsible for providing strong, professional leadership and expert advice / guidance in relation to the encompass implementation across Social Work and Social Care. The post holder will work collaboratively with a range of internal and external stakeholders to lead the harmonisation of Social Work and Social Care, identifying and agreeing the operational standards, processes and systems to ensure the successful implementation and utilization of encompass to benefit Service users and their families. The post holder will be responsible for communication and engagement in the design; implementation, optimization and continuing development phases of encompass ensuring smooth integration of the technology into Social Work and Social Care processes that will support the transformation of care. Lead on the delivery of a range of transformational encompass-led projects and workshops from initiation to a steady state in order to streamline current professional processes across acute and community settings.
The post holder will also drive and champion the development of an information culture which includes the development of the workforce to engage in meaningful use of Social Work and Social Care data. He/she will lead and enable change, focusing on quality improvement through digital systems across the organisation.
In addition, he/she will serve as the principal informatics advisor to the Executive Director of Social Work and Assistant Director Social Care Governance.
Main responsibilities
- Provide corporate and strategic leadership using complex negotiation skills to deliver the implementation of encompass at all levels of Social Work and Social Care across the organisation.
- Lead the development of a strategic plan for Social Work and Social Care incorporating performance management and clinical and social care governance systems including standards, policies, procedures and guidelines through encompass
- Collaborate with other Trust Social Work and Social Care encompass leads in HSC to share best practice and agree consensus, influencing decision-making.
- Participate in all relevant encompass Boards and Groups – such as Advisory Councils, Design Groups, User Forums, workshops etc.
- Chair a Local Trust Implementation Team for Social Work and Social Care to ensure implementation of the regional encompass agreement, at local level and input into regional working groups to ensure consistency of approach across Social Work and Social Care.
- Lead local activities, including co-ordinating testing of workflows and ensuring appropriate Social Work and Social Care attendance and representation at all relevant encompass meetings.
- Champion transformation, improvement and innovations that support efficiency and effectiveness for the public of Northern Ireland, with a primary goal of advancing evidence-based practice for Social Work.
- In collaboration with the encompass training manager, lead on the co-ordination and completion of all local training and education awareness sessions, holding Social Work and Social Care colleagues to account for attending.
- Provide strong professional support and leadership to Directorates to develop, implement and establish structures to support the implementation of encompass safely and effectively.
- Promote the role of a Social Worker and Social Care member of staff and lead on introducing encompass across all settings.
- Lead in influencing the use of technology to maximise the use of digital approaches to population health.
- Work in partnership with the Trust’s Information and ICT department to ensure encompass is embedded in ICT objectives within the performance management framework of the Trust.
- Have exemplary professional credibility, and will understand and communicate the benefits of digitally enabled initiatives to engage the Social Work and Social Care workforce to advance the adoption and optimisation of encompass.
