Job summary

The post holder will have a leadership role as System Manager for the Trust Electronic Rostering System. The post holder will be required to have project management skills to effectively manage implementation of rostering systems within the Western Health and Social Care Trust.

The post holder will be responsible for working in collaboration with other services to drive forward innovative changes in processes to make best use of existing digital systems and implementing new digital solutions where required. They will work with health and care services on the ground in order to ensure successful adoption of the systems and the maximisation of benefits from the system. This will include engaging with those delivering services across the Trust, process mapping, project planning, identifying and evaluating key service priorities and potential benefits, providing training demonstrations, enrolling users, promoting data quality management and ensuring the highest standards of information governance.

The post holder will be responsible for ensuring that all activities associated with the role taking account of Information Governance, Cyber Security, Business Continuity arrangements and Emergency Planning. This would also include participation in incident response activities during a major incident or Cyber-attack.

The post holder will be expected to work across multiple Trust sites and liaise with external stakeholders to suit the needs of the organisation. The post holder will require excellent leadership, organisational, communication, analytical and interpersonal skills. The post holder will have a degree of autonomy and will be expected to organise and plan a demanding workload and manage conflicting priorities with minimal supervision to deliver within tight timescales.

Main responsibilities

  • To take a professional lead in the implementation of new digital systems and associated changes to business processes with a particular focus on rostering systems and processes.
  • To engage with service managers during implementation of systems, escalating issues to Senior Managers while taking responsibility for resolving queries as appropriate to their professional experience and expertise.
  • To actively engage with the Trust clinical, professional and managerial staff to ensure that benefits from implementing digital systems are identified, measured and accompanied with the appropriate business or process changes.
  • To finalise the roster requirements of service teams through consultation with staff at all levels ensuring any new system meets the needs of the service as well as the corporate and statutory reporting requirements.
  • To take a lead role in the organisation of appropriate training to meet the training needs of new digital systems and ensure staff can access this training.
  • To engage with the system suppliers to escalate system performance concerns and hold to account for timely resolution.
  • To manage the system supplier resource allocation in ensure that system maintenance is delivered in line with contractual arrangements.
  • To establish robust lines of communication with service leads in relation to new digital projects. Develop and deliver a range of communication interventions including drafting briefing papers, website material, organising, facilitating meetings, training and presenting to groups of stakeholders. Develop a communication strategy and lead in the various communication tasks of the project.
  • To lead on the development of project implementation plans using PRINCE 2 methodology to ensure the implementation of rostering solutions to meet the key milestones within agreed time frames.
  • To present updates on project implementation to the Project Steering Group and advise on variations in terms of plans and resources. Recommend and seek approval for solutions in terms of alternative courses of actions. Progress reports may also need to be submitted to Digital Strategy Group and DHCNI.
  • To establish and maintain a project risk register and escalate concerns and issues to the Project Lead in a timely manner. Take the lead in developing solutions to address concerns and issues and update the project implementation plan as required.
  • To ensure that accurate records on all project costs are maintained and reported to the Project Steering Group.
  • To develop and implement training programmes to ensure that roster system users are confident in planning and managing rosters that demonstrate the effective and efficient deployment of available staffing resource and achieve organisational objectives.
  • To play a key role in the development work with a range of internal and external stakeholders to agree on consistent methods of data recording. Lead in the documentation of agreed methods and ensure these are implemented to ensure consistency of recording information within information systems.
  • To work in collaboration with colleagues to ensure the agreed methods of recording data meet any statutory recording requirements and work with the Trust’s information staff to ensure these meet the needs of the Trust’s information requirements.
